I think below the “68" it said Baja California, so a Mexican plate of some sort. Not too uncommon seeing as San Diego is right on the border, but usually I don’t see cars that aren’t available in the states regardless.

That’s quite a weird sandero. Obviously it’s badged as a renault (which makes sense since it’s a clio) the taillights are different from what we get in Europe and it’s somewhat a mixture between a normal dacia and a stepway (the “crossover version”.
